Thanks Cheryl and Ian.
I’m looking for an alternative in addition to trouble shooting, I’ll post
results.
Unfortunately the iPhone contacts app doesn’t allow for group creation and
moving a contact between groups, otherwise that would be an option. icloud.com
doesn’t seem Voiceover friendly at all.
In addition to the issues with being busy, my main problem is selecting
contacts from a list. If I want to select, say all the students out of my main
contacts list to create a group or move them into a group I’ve already created,
I try the standard non-contiguous selection method of VO command enter then
using VO down arrow to scroll through my list. At some pont usually after
scrolling through about 20 contacts, it jumps me back to some point higher on
the list. The items I’ve selected stay selected, so I can hit copy, or create
group from selection etc., but then I have to go back to the place I was on
the list when the jump happened.
Based on this evidence, any thoughts on what I’m doing wrong or things to try?

I'm not sure where to tell you to start but yes, I think you should be
troubleshooting this. I am not having this particular problem but that
doesn't mean other people are not having it.

Since the upgrade to El Capitan Contacts has been pretty unusable for me.
Voiceover loses focus all the time, especially when trying to select
non-contiguous items to copy to a group. It’s also my champion in the
contest to see which app goes busy the most and stays busy the longest.
So, is anyone else having a lot of difficulty using the Contacts app on Mac,
or should I be troubleshooting this?
Does anyone use another contacts app that also synchs with iCloud?
