Sometimes I’m able to get it to works, sometimes not. I can initiate a call
using Siri, but sometimes it doesn’t work.
By the way, you can make plain old phone calls using the FaceTime app. I do
it all the time.

Well, I know this is probably not the best way to test things, but I can’t
really call some of my people just for test purposes, can I? LOL
Just an idea: Do you have set Facetime as your default for calls in the
facetime settings?
I only need a simple prepaid plan for my iPhone. I’m not even sure if I can
call people in the whole world this way. But if the problems happen with
video calls we could call each other and try it out further, if you like.

Sure. I’m using FaceTime and I’m also using my Mac to make and receive
phone calls, as it is in fairly close proximity to my iPhone. I don’t have
any other call answering app on my Mac.
I can use Siri to make calls, but having up, muting, etc., I can’t
always access the Notification Center. In Catalina, all of this could work
within FaceTime.
