It sounds like you have quick navigation turned on.
This is turned on and off by pressing the left and right arrow keys at the same 
time. This feature allows you to navigate using the keyboard by just pressing 
the arrow keys. If this was off, and he still had voice over on, you would have 
to press control option plus the arrow key in the direction you want to move
