Yes, you can have Adium tell you when a contact signs in though it doesn't use Voiceover specifically for this, rather it uses the voices available on your Mac machine at the time, you can customise rate, volume and pitch of announcements and you configure all of this through Events in Adium Preferences I think it is. Whilst I use similar features I don't use that particular one, I prefer to have Adium chime when someone signs in rather than announce the contact signing in but each to their own and that's precisely what good software should offer, great customisation.
