Make sure you have plugged in the phone first and let it sit for a while
to download the new voices. Then, you have to go into the language settings
and select the languages you want to have on the language rotor. The only new
English speaking voices are the upgraded Samantha, the Irish English, the
British English and the Australian. There should also be a checkbox to use the
Compact or High Quality voices right before you come to the language settings.

If you need specific step by step instructions, let me know. I don't have
my phone near me at the moment, but can check and write something more detailed
later.
