Open the VoiceOver Utility, select commanders in the utility categories table, or press command-8, select the quick nav tab, and check the "enable quick key navigation on web pages" check box.

I have noticed inconsistent behaviour with this mode. Sometimes it
works, other times it behaves as if I have not had the feature enabled.
This is under ML.
