I'm not sitting at your computer, so I have no idea what can be happening
from a technical standpoint. However, I have had this happen from time to time
where it doesn't seem like I am able to move the specific pointers around.
Usually, I find that there is a window open in background that is somehow
creating this problem.
Also, to be honest, I had little luck re-downloading previously purchased
songs and such until I did subscribe to iTunes match. I needed to do so a few
times prior to that, and it was always a bit of a task.
I wish I could be of more help to you, other than to say to try seeing if
you have any open windows with the Window chooser menu. Also, see if you can
download individual songs again one by one.
