Personally, I'd like to see the FCC allow this as long as it meets technical
standards.
The original idea behind LPTV was to create business opportunities and
programming services which would benefit local communities. Many of the
examples in the story show that the 87.7 FM use of VHF channel 6 is doing just
that. In my own area, there is a "franken radio station" operating in Atlanta
and it provides ethnic programming to the Hispanic community.
Many radio folks hate the idea that a LPTV station can run a radio station,
saying it's unfair and could cause interference. Yet in the analog age, the
audio from VHF channel 6 has always receivable by FM receivers. Interference
protections between FM and channel 6 have long been in effect.
It will interesting to see what the trial run at KBKF-LD in San Jose reveals.

It’s possible the FCC will hold off on a final decision until the results
