At the moment, the FCC is only considering stations that have gone the extra
mile either to have immediately converted to ATSC 3.0 to continue 87.7 without
interruption or ones who have been proactive in doing what they needed to do
(different site, antenna pattern, etc.) so as to minimize the delay. NPR has
been very concerned about the impact to new or improved NCE FM stations at the
low end of the dial, so they have given their blessing on the smaller group of
FM6 stations because they have provided previous service, and the FCC generally
doesn't like to deprive the public of something they've become accustomed to.
And by the way, even converting to just ATSC 3.0 isn't inexpensive and adding
FM and a combiner plus critical setup and testing by the manufacturer is a good
piece of change in the $130K+ range.
So the best guess is they aren't going to open it up to everyone, but it that
it will remain a limited group like grandfathered FM superpowered or
short-spaced FM stations. But you never know how things might change.
