We read it! We read it!

There's numerous such incidents. Many of the people on the front lines were 
aware something
was happening, yet the news was ignored or mishandled by "the head office".

There's also many funny stories in the 9.11 Report.

The Millenium Bomber was captured in Washington State, trying to sneak a load 
of explosives
into the USA. The head offices were all yelling about the threat. But nobody 
ever bothered
to tell the foot soldiers. So a US Customs officer, on her own initiative, 
noticed a nervous
man and chased him down.

The CIA wanted to fly an unmanned spy plane over Afghanistan to find bin Laden. 
The aircraft
belongs to the Air Force. They then spend three months arguing over who is 
going to pay if
it got scratched. You can't make this up or find it on The Onion.

Goddess help anyone who is living in NYC. Their safety depends on the FBI, CIA, 
NSA, and so
on.
