But there was no reason for him to be scared, because there was no US plan to attack Lybia after Iraq; Syria, Iran, and North Korea were being mentioned as possible candidates. It's rather, I think, that Gaddafi saw that publicly giving up a weapons program which wasn't in an advanced stage anyway could bring him tangible advantages at this time, notably lifting economic sanctions.
