Democracy is, as Winston Churchill once famously noted, not a perfect=20
system, but one much better than the alternatives. Why? Not because=20
voters always make intelligent choices (clearly they don't)=81\because=20=

voting means regular opportunities to throw the current buggers out and=20=

compels our rulers to pay some attention to the consequences of their=20
actions, at least for those they hope will cast votes in their=20
direction.
