Is it that EY is implying that the rules governing correct and incorrect
applications of concepts require for their possibility social practices -
practices that human understanding and intentionality must presuppose since 1)
rules do not apply themselves and 2)any action can be interpreted as being in
accordance with a rule (concept)? If so, he is in very poor company (however
Transcendental such company may be). 

Still not writing very good (it's the sweltering heat round here!)
