One of two things is therefore wrong. Either the CEO of UPS doesn't grasp the difference in English between saying that the "vehicle" crosses the border seven times, and saying that only parts of the vehicle go back and forth, or whole vehicles are actually shuttled back and forth across borders. In a world where people refer to the treatment of cancer as the "booming cancer business," I agree with you that the former seems more likely.
