yes, it's actually quite testable. they can measure the voters and see how much to move them.

that's the bad thing about negative ads: it works. thus they use them.

I'm trying to relax before bed and have just seen 4 back to back senatorial
negative ads.  I'd like to know what percentage of voters are actually  swayed
by those.  But that's not exactly testable.
