Surely, the correct grammar would be, "I believe that there is a God", with
  "that there is a", deleted, and getting the shorter, "I believe in God"
with  "in" dropped in 'for good measure' (metaphorically).

In the case of socialism (cfr. 'socialite'), the grammar is  analogous.

"I've always believed in socialism"

translated as

"I've always had socialist beliefs in the existence of Socialism".
