I think you misread him. I'd translate it: "As an English speaking lover who is not a dog...." the phrase 'not a dog' is clearly the object of the verb 'is' whereas 'English speaking' is an adjectival phrase modifying 'lover'. The question of whether all speakers of English are ipso facto not dogs is left open. But obviously the writer believes that all speakers of Spanish are all dogs or at least close relatives (witness the cute little Chihuahuas in every Taco Bell commercial) which is probably why Andy and the majority of Americans want to stop them from coming here. Enough with the dogs, already! They shout. I think I'm right in my translation, but then I'm not bilingual.
