Hi,
There are really great long-term care facilities--the best are based on  what 
is called The Eden Alternative--and they allow for pets (there are studies  
which show how much better the quality of life is if one is allowed a  pet).  
Many also have child care centers in them--as the inter-generational  
interaction is also very important (to both age groups, actually).  Most of  
these are 
not-for-profits, but not all.  
 
The issue of regulation is important, though, as is allowing for an  
exemption for the whole 'cap' on trials in regards to nursing home care.   The 
feds 
(in particular) have said (at meetings...) that the threat of the  incredible 
lawsuits is sometimes the only leverage they have for improving the  care after 
a horrible 'incident' occurs or after so many deficiencies.   Otherwise, they 
will just deal with the 'slap on the hand' and leave things the  
same...probably figure out how to 'write it off', too...
