This happens all the time. A major British writer did this ten years ago; she submitted her newest manuscript under a pseudonym to her agent, her editor, and various publishers. All of them rejected it.
The selection of what to publish isn't based on quality. The main criteria is connections.
Readers do the same thing. They choose books on recommendation from friends and others. That explains Harry Potter.
