Well, there's also postventative medicine, but I don't know if Bush
uses it.

Bush was probably striving for something like "prophylactic," but as I
tried to explain, as ad hoc translator of Bush into English, there was
some meaning to his statement.

The "preventative" was "legal prophylaxis" for doctors, i.e., as is
propaedeutic to preventing litigation. It was not "preventative
medicine," in the sense of recommending good diet, regular exercise, or
regular cancer screenings.
