Well, if a proposition of the form

can be understood in terms of 'genus proximum' and 'differentia specifica',
that would be an independent measure. Popper sees 'scientific' as applied
to 'theory' (genus proximum) and provides a 'differentia specifica': the
theory is falsifiable.
A theory is scientific iff it is falsifiable.
Other philosophers of science are never so clear!
