This is because Karl Rove and his buddies are redesigning the military.  
They're moving toward less and less reliance on soldiers and more and more on 
high tech equipment.  It's the reason they originally proposed 50,000 soldiers 
to take a country with.  The Army laughed at them, so they raised it to 120,000 
or so.  It's still laughable.  Smart bombs were supposed to do the job.  The 
results speak for themselves.  

Not to mention that the guys wouldn't need anything if Fearless Leader was out 
there fighting terrorists instead of breeding them.
