It is a good idea.

But I'm not sure about making it mandatory and a national day, and a  holiday.
 
I would need to redefine 'stranger'.
 
In Calle 25 de Mayo, in Buenos Aires, there used to be
the
 
"Strangers' Club".
 
This became what it is today, The _English_ Club!

In a sort of old-fashioned Englihs,
'stranger' _means_ 'foreigner'.
 
As in Wilkommen, Bienvenu, welcome (Cabaret, Ebb/Kander)
 
     Stranger, etranger, ...
 
I would not know the etymology. If it's French, it's good old romance
It should be
 
ex-traneous
 
i.e. 
 
from another land.
 
But that's _not_ what Ritchie means! So go figure.
