Canada's founding fathers (called the Fathers of Confederation -- this
would be 1867...) had watched the State's Rights debacle to the south
and decided to write themselves a constitution which kept all rights not
expressly handed to the provinces, in federal hands. And you don't want
to know how many federal/provincial conferences have been convened in
the last 150 years to work out the fine points. It's always the worst
part of the National.
