The Israel do that to the Palestinians: everything is shattered which keeps them struggling to merely survive so they don't grow their economy and become a threat to Israel. Israeli military experts gave the US a great deal of advice during the invasion and they're a secret part of the occupation. I read a few days ago that the new Iraqi army is hopeless. The recruits get only about a week of training. Even then, they are useless. Recently, an entire battalion deserted.
