Even with my crummy ears, I still hear, "Mr. Brown goes off to town on V.A. 21" not "the eight twenty one."
You reading is much more plausible.In my youth I assumed that V.A. 21 referred to a radio wavelength and that Mr. Brown was some kind of broadcast person.
