As I understand the discussions, the goal is to better train and equip the Lebanese army so that it can establish control over the whole of Lebanon. Before the current unpleasantness, the U.S. had been working with the Lebanese to evaluate the state of their armed forces and what their needs were. The U.S. has already offered training and better equipment, and if I remember correctly the French have also offered similar assistance. In fact, this is a central part of the conditions for the French agreeing to the U.N. resolution, since they have no interest in having their troops engage Hezbollah. The resolution of this unpleasantness must be political, hence the talk of reinforcing the Lebanese government so that it can do its job properly.
