Nunberg in today's NYT:

It is not necessary [by Griceian canons] to use a period. So to make an 
explicature of an implicature invites a meta-implicature.

Nunberg compares

i. I am not going.

ii. I am not going -- period.

Numberg:

"It's a mark. It can be aggressive. It can be emphatic. It can mean, 'I have 
nothing to say'"
