Judy has sort of explained it. Think of impeachment as being analogous
to a criminal proceeding. The House's vote on 'articles of impeachment'
was like an indictment; the Senate's consideration of the charges was
like a trial, a trial in which Clinton (who had a 70% popular approval
rating AFTER the House had voted articles of impeachment), was aquitted.
