Bush failed to meet standards of the Texas Air National Guard during the Vietnam war, that he refused a direct order and that his superiors were in a state of turmoil over how to evaluate his performance after he was suspended from flying. One military official "is pushing to sugar coat it," one memo says of a proposed evaluation of _Bush_ (http://www.cnn.com/ELECTION/2004/special/president/candidates/bush.new.html/) . "On this date I ordered that 1st Lt.
