The FBI are meta-cops and may suffer from the same target fascination that cops do. They had a profile of their perp, probably constructed in the pre-9/11 days for such attacks, and they were going to work that profile. And they worked and worked that profile and disregarded avenues outside the profile. By the time they announced that they were going to "widen their investigation," the relevant parties may have fled or gone silent.

Another option is that they know exactly who did it, but can't prove it, and are waiting for the anthrax mailer(s) to slip up.

Maybe we'll find out in our lifetime.
