John: Another, practical issue has to do with the idea of
recalling the ships in case of a bioterrorism or other
terrorist incident. Ships are slow. Even, say, best case, a
ship off the coast of West Africa will take several days to
reach the East Coast of the USA.
Good point. However, if we assume that there were a dozen
ships within one week of the US coast, it could still be a
massive lifesaver. In one week, all the first responders
would be exhausted beyond functioning and even the most
ruthlessly-maintained triage centers would be full. Then the
hospital ship "cavalry" would arrive. Would Congress
consider it worth it? (Big pharma could paint ads on the
sides of the ships...)
