So I understand correctly that the release version is incomplete? How do I
correct this?

When cloning you will get the file. But when I create the release tar
ball with `make dist` it will not be in there. For that to work you will
have to add the utils directory to `SUBDIRS` and then inside the utils
directory you will have to have a `Makefile.am` that contains something
along the line of `EXTRA_DIST = find-replace.ps1`. Also you will have to
mention this new Makefile in `configure.ac` towards the end where all
the Makefiles are listed.
