[liblouis-liblouisxml] chardefs.cti, confused

Some more beginner questions.
In chardefs.cti there are a number of definitions for dots 4-1, for example:
lowercase \x00E0 4-1 LATIN SMALL LETTER A WITH GRAVE 0061 0300 LATIN
lowercase \x00E1 4-1 LATIN SMALL LETTER A WITH ACUTE 0061 0301 LATIN
How should this be interpreted? How can 4-1 be both à and á ?
