[liblouis-liblouisxml] Re: UTDML and where brl noes can appear

It seems that most of the semantic files I've had to deal with have been
autogenerated and pertain to a specific document that was used to generate
the file.  At least the origianl dtbook sem file was that way.  There is no
guarantee they contain all possible elements of the given file type.  It
seems like most of the semantic action files need to be re-written to
encompass that file types specifications.
