The manual can be found under
http://liblouis.googlecode.com/svn/documentation/liblouis.html. In
particular look at section 3 on how to write translation tables. Also
there are lots of existing tables which can serve as an example. The
source to the UEBC can be found under
http://code.google.com/p/liblouis/source/browse/trunk/tables/UEBC-g1.utb
and
http://code.google.com/p/liblouis/source/browse/trunk/tables/UEBC-g2.ctb.
It says that they are maintained by Tom Johnston. Might be worth trying
to contact him.

Another thing is that once you find the issues that we try to write a
test case for them and given that try to improve the tables.
