[liblouis-liblouisxml] UEB grade 1: computer braille opcodes commented out

Hi folks,
The computer braille opcode found in UEB grade 1 table has been
commented out (not removed completely) until a suitable solution
for handling URL's is found (if found, the opcodes themselves
will be removed from the table). Also, from this time forward,
all new table commits will be done on Bitbucket mirror of
LibLouis, which can be found at:
https://www.bitbucket.org/nvdaaddonteam/liblouis
