[liblouis-liblouisxml] Include statement in cfg file

Hi, John!
A small bug report:
Running liblouisutdml version 2.0.1, I get an error message if I place
an include statment, to include another cfg file, at the end of the file.
Placing the same statement at the beginning, seems to work.
