It would be intresting to find out what rule is being misapplied when 
backtranslating inin without this additional rule.
But since I can't think of why your patch would have adverse
consequences I have committed it, svn rev 1054.

Note that I am not familiar with the US rules, thats why I tend to
leave it to John to check/apply any changes that might be needed.
