I wonder whether all those applications are Java? BrailleBlaster certainly is.OpenOffice is Java based so there is a good chance the ViewPlus stuff for OpenOffice is.
If ODT2Braille is in OpenOffice then that too could be Java based. Also the above very likely comes with other baggage, doing much which is irrelevant, having interfaces to work with other applications (eg. work inside the OpenOffice environment), etc.
Why not a simple example C application which works on Windows which demonstrates the C API?

liblouis and liblouisutdml are working in Windows in BrailleBlaster and ODT2Braille . I hope Michael has solved his problem by now. If not others at ViewPlus have gotten the libraries to work in OpenOffice. Line 4599 in compileTranslationTable.c is correct. The code in liblouis/liblouis/compileTranslationTable.c has some weird #ifdef _WIN32 in it that seem to be searching in specific directories. I have never looked at this too closely but there is an (obvious) typo in there that seems to indicate that not all of this code works (at least on windows). For the typo look at line 4599 of compileTranslationTable.c where it says 'strcat (trialPath, "\\share\\liblouss\\tables\\");'. I don't think this can be right. Just try to make sense of the findTable function in compileTranslationTable.c. If you think there is anything that can be improved in the code or in the documentation please let us know.
