I thought this is perfectly suited for test code, which can serve as an example on how to use liblouis. A permissive license on the test code makes it easy to just copy and paste it into your own programs.

Could it be applied to the liblouis and liblouisutdml code?

I guess it could, but I wouldn’t want to go through another license change.
