You can download the packages (mingw, msys, msysdtk) from:
http://www.nvda.fr/dl/mingw-msys.zip

Something I forgot, once compiled, you will find liblouis in directory 
c:\msys\1.0\local

  You can find a zip file with a Windows binary for libxml2 on their site. 
  I don't know if that will work with mingw.
