Yes, and I just used the tool he mentioned. It is not restricted to
cygwin, however, it can be used on Linux too.
I did not convert the BRLTTY swedish table because liblouis already has
one, and I don't know which one is better. If the BRLTTY one is better
then we can use it indeed.
