Captchas are a way to avoid spam. If you have a web form that accepts bug reports without any registration or captcha you are inviting spam. The Debian project bug tracker allows for bug submission without registration and also via email. AFAIK it contains quite a bit of spam which has to be cleaned out manually.

We just have to decide which one is the lesser evil: spam or captcha.
