lg-it Civica Authority - managing different hierarchies

Hi everyone,
Please ignore this if you don’t use the Civica Authority LG software.

Authority has different hierarchies eg Authority Menu hierarchy, Financials
hierarchy, Organisational Hierarchy, etc.
The hierarchies are managed using the Hierarchy Manager software from Civica.

Does Civica have a way so that users can manage their own hierarchy but users
cannot manage the Authority Menu hierarchy?  For example, HR manages the Org
hierarchy, Finance manages the Financials hierarchy, IT able to manage all
hierarchies.   I am hoping to get some advice on how councils manage changes to
the various hierarchies.   Thanks
