Any restaurant owner will tell you that it's deadly to have an empty place.
Better, to have at least one breathing body at a table, even if you have to
give him/her a free coffee.
If your place appears busy others will come in. As the old saw says, "Nothing
succeeds like success".
It's why, in slow periods, you'll often see the staff having their break, in
prime window seats.
