Hello Elliot,
there are outcrops of the coal measures off the coast of the Tyneside area,
Newcastle and further north,which are abraded by wave erosion.
The resulting small particles of coal are washed up on to the beaches.
There used to be hundreds of so called sea-coalers in the area who scratched
this dust off the sand and sold it - Amber Films of Newcastle made a semi-documentary film about them many years ago.

There are very few true seacoalers left today, but many of the unemployed in the area (at the time of Thatcher) collected coal dust for domestic use and to earn a few shillings on the side.
