His goes by Howard 'Schmenge' Chapman and he is part of the "Brother" Ray Lemin
Blues Band, based in Edmonton, Alberta.
Piano accordion seems to be a bit of an oddity among Blues players, and on that
crowded stage I could not make him out above the others. (But, then, I
couldn't detect HarpDog, either!)
But, he's and interesting character - so, just for you, here's a close up of

Wonderful image, David! I'm guessing that the gentleman with the------
Accordion qualifies as an "interloper"? I have to admit that I would
love to hear a Blues Accordion rendition of.... anything! It'd be a fun
experience to hear a note "bent" through the instrument! Thank you. Hope
that the "Home renos" didn't cause too many busted knuckles. :)

It's of the Barn Stage, again with our friend Harpdog Brown (at the
far right).
Taken with the 12~40mm/2.8 m.Zuko held as high above my head as I
could.
The stage is pretty crowded, as they had "The House Band", "The Blue
Hearts", Big Dave McLean & Harapdog, as well as a couple of
interlopers, all on the stage.
