at I was asking, is why do the digital lenses have lockout lugs so that they cannot be used on film bodies, if in fact that they are better????

Two reasons:

* Less area coverage. Many "digital-only" lenses only project enough of an image circle to cover the APS-C size sensors. They don't have enough coverage for full-frame digital cameras or for film cameras.

* Canon EF-S lenses have less "back focus". The rear of the lens extends further into the camera body than normally, this makes it easier to design at a lower cost level, but it would smack into the larger mirror of film SLRs or full-frame digitals.
