No, not exactly. You will need to install the iTunes software onto your PC
first. The iTunes software will be necessary to transfer the music files from
your PC onto your iPhone.

You don't necessarily need an "iTunes Account" but you will need the iTunes
client software to make the transfer from your computer to the iPhone.
You shouldn't be required to import all your CD's again, you can just make
iTunes search your computer for existing content.
